NEW CWR White Paper with HSBC & HKGFA! Financing Water Resilience at Scale – Water Conservancy REITs++

by CWR 2 September, 2026

Hong Kong, 2 September 2026 – CWR, in collaboration with HSBC & HKGFA, releases a white paper – “Financing resilience at scale: Water conservancy REITs & water asset/ revenue backed securities” – showcasing 5 innovative financing products from China worth CNY6.6bn to mobilise private capital to close the global funding gap for water security of USD7.5trn by 2040.

To counter rising water risks, the paper notes that water conservancy spend in China has risen significantly – growing at a faster rate than military spending since 2015. CNY5.7trn was spent in the 14FYP on water infrastructure & conservancy yet more is needed and the trillion dollar funding gap cannot be filled by governments alone.

“We must step up resilience against acute water shocks from an increasingly erratic water cycle as well as defend against chronic risks like rising water scarcity and sea levels.” said Tan, CWR’s Director & Head.

“Private capital will have to play a bigger role and China’s innovative water conservancy REITs can help facilitate private investments in public water assets. Can these instruments be scaled and deployed across APAC? What’s HK’s role? The challenges are daunting but even a single drop can cause a ripple effect” she added.

Financing water resilience at scale will not only help manage water risk exposure and financial risks but also bring compelling trillion-dollar investment opportunities in the water sector. So join the discussion now …

Chaoni Huang, HSBC’s Head of Sustainable Finance & Transition Asia
“Water resilience is emerging as one of Asia’s most significant financial risks – not just an environmental issue – but also a significant investment opportunity.”

“China has pioneered innovative financing mechanisms – including Water Conservancy REITs, Water Asset-Backed Securities and Water Revenue Rights Securitisation …. While these approaches continue to evolve, they offer a compelling blueprint for how innovative financing can be adapted to unlock investment in water resilience across Asia.”

Dr. Ma Jun, HKGFA’s Chairman & President
“Whilst the fundamental ambition for sustainable finance is to bridge the financing gaps to solve for our biggest environmental challenges, it is most effective when it provides resilience to both natural & financial systems.”

“This paper reflects a shared commitment to advancing practical collaboration …. Hong Kong is well positioned to build on these developments.”
