Climate Adaptation and Resilience Conference (CARE2022)

Debra Tan will be speaking at the afternoon workshop (A) “Major Government Plans: Reflecting on Climate Change Policies, Adaptation & Mitigation, Risk & Finance”
HKUST is going to present CARE2022 soon after COP27 and will focus on both adaptation and mitigation so as to offer a timely discussion on three interrelated topics relevant to Hong Kong:
Hong Kong’s adaptation planning and projects, and regional resilience;
Nexus between adaptation and mitigation; and
Climate risks, resilience and emergencies, green finance, and talent.
CARE2022 Program
Day 1 – Science & Policy Day
The morning program is divided into two parts – a quick update on the latest climate science by the most authoritative experts, followed by a unique presentation by government officials on climate adaptation policies, plans and projects involving Bureaux and Departments so that there could be a wide-ranging introduction to the efforts of the HKSAR Government. The government presentation sets the stage for in-depth deliberations in the two afternoon workshops.

Afternoon Workshop A: Major Government Plans: Reflecting on Climate Change Policies, Adaptation & Mitigation, Risk & Finance
This workshop combines a range of climate adaptation, mitigation and finance issues that are seldom discussed together although they are closely related. After the government presents how it is taking decarbonization and adaptation into account in its major development plan, other presenters are grouped to highlight specific design, infrastructure and technology issues, as well as on data, financial risk and financing of the climate change challenge. Speakers will make short presentations to raise the most relevant matters, which will be followed by extensive deliberation with in-person participants who wish to comment and raise questions.

Afternoon Workshop B: Preparedness & Resilience: Emergencies, Security, Health, Water, Heat stress, and Regional Collaboration
Extreme weather has become more frequent due to climate change. We have witnessed in recent years the significant impact of super typhoons, especially the storm surges and high winds they brought. This year the heat waves in Hong Kong and around the world have also attracted concerns about extreme temperatures, health and energy issues. In Workshop B, we will learn how the HKSAR Government, Airport Authority Hong Kong and CLP Power will prepare for extreme weather and boost our resilience, security, and emergency response. We will also hear from urban planning, academic, healthcare and community service experts about how we could tackle the urban heat island issues and extreme heat. Finally, we will be apprised on hitherto unknown climate risks which would guide us to become better prepared for uncharted waters in the future.

The conference will be concluded by a high-level deliberation on issues relating to risks, industry, innovation, green finance, and talent (Day 3).
